ARERA has published Resolution 3/2026/R/com implementing the regulatory provisions provided for by the 2026 Budget Law, extending, until December 31, 2026, the tariff-related benefits for utilities located in the so-called “red zones” and for those relating to properties declared uninhabitable by April 30, 2021, in the areas of Central Italy and in the municipalities of Casamicciola Terme, Lacco Ameno, and Forio affected by seismic events in 2016 and 2017.

Following the publication of Resolution 3/2026/R/com, the tariff benefits provided by the Authority for holders of utilities relating to uninhabitable properties in the municipalities of Casamicciola Terme, Lacco Ameno, and Forio, as per resolution 429/2020/R/com, have been extended for those entitled until December 31, 2026, and will be recognized in the normal billing cycle.

These benefits are recognized:

  • for uninhabitable utilities and supplies whose recorded consumption in 2025 is zero;
  • for uninhabitable utilities and supplies whose recorded consumption in 2025 is greater than zero, which submit to the operator by March 31, 2026 a specific application to benefit from the concessions, providing the following documents:
  • a statutory declaration (dichiarazione sostitutiva di atto notorio) regarding the persistence of the uninhabitable status of the property unit already communicated by April 30, 2021, to the competent local offices of the Revenue Agency and the National Social Security Institute;
  • contract identification details, including the type of contract for the supply of electricity and natural gas relating to the property unit.

Central Italy earthquakes of August 24, 2016, October 26, 2016, and January 18, 2017

Resolution 3/2026/R/com provides that, in favor of holders of utilities and supplies located in the Municipalities listed in the annexes to Decree-Law 189/16, the tariff benefits referred to in resolution 252/2017/R/com as amended, are extended until December 31, 2026.

Therefore, tariff components covering network costs, general charges, and additional components will not be applied, nor will fees for services and contributions to distribution and/or sales operators for new connections,
deactivations, reactivations, and/or transfers of utilities in accordance with the provisions of resolution 252/2017/R/com as amended.

These benefits are recognized:

  • for utilities and supplies located in the red zones in Central Italy, provided they were active at the date of the seismic events, whose recorded consumption in 2025 is zero;
  • for utilities and supplies located in the red zones in Central Italy, provided they were active at the date of the seismic events, which, despite having consumption greater than zero during 2025, submit a specific application to the operator by March 31, 2026, to benefit from the concessions, providing the following documents:
  • a statutory declaration regarding the persistence of the uninhabitable status of the property unit in one of the red zones identified by a specific municipal ordinance issued between August 24, 2016, and July 25, 2018;
  • contract identification details, including the type of contract for the supply of electricity and natural gas relating to the property unit.

The scope of application for the benefits includes:

  • Customers holding utilities located in the municipalities indicated in the annexes to Decree-Law 189/16;
  • Customers holding utilities located in the municipalities included in the same annexes who have activated new utilities due to the
    uninhabitability of the property, who have submitted the request to the seller via the duly completed and signed self-certification, together with a copy of the FAST or AEDES uninhabitable status reports or documents from the municipal administration confirming the link between the damage suffered and the seismic event, and a copy of their identity card;
  • Customers referred to in paragraph 2.1, letters e), f), g), and h) of Resolution 252/2017/R/com (for example, uninhabitable sites in municipalities other than those in the annexes with a certified appraisal, those located in MAPs, uninhabitable customers in the municipalities of Teramo, Ascoli Piceno, Rieti, Spoleto, Macerata, and Fabriano), who submitted the application to the sales operators by December 31, 2020.

Furthermore, benefits remain confirmed for emergency housing solutions, the so-called SAE and MAPRE, until the completion of reconstruction or until the date of the request for termination or transfer of the utility. Beneficiaries of contributions for autonomous accommodation who may eventually take over the ownership of the aforementioned utilities and supplies, following the
termination or transfer procedures, are required to submit an application to the sellers and SII managers within 30 (thirty) days of moving into the emergency housing structure. In the same application, customers are required to self-certify that the emergency housing structure was assigned by the Municipality or other public body as a result of the seismic events occurring from August 24, 2016.
