Information, requirements, and documentation dedicated to domestic customers who meet the vulnerability conditions provided by the regulations for gas supply.
Gas vulnerability protection service
The Vulnerability Protection Service is the natural gas supply dedicated to domestic customers who meet specific vulnerability requirements provided by regulation. Economic and contractual conditions are established by the Authority, offering a regulated, transparent service designed to guarantee greater protection compared to standard free-market offers.
Who are vulnerable customers
For natural gas service, vulnerable customers are domestic customers who meet at least one of the following conditions:
- age over 75 years;
- economically disadvantaged conditions pursuant to Article 1, paragraph 75, of Law 124/17;
- certified disability pursuant to Article 3 of Law 104/1992;
- utility located in emergency housing following calamitous events.
How to access the service
Customers who meet at least one of the vulnerability conditions can request access to the Vulnerability Protection Service at any time, contacting their current supplier or a different supplier through the relevant contact channels.
Vulnerable customers can also choose a free-market offer with any supplier at any time.
Economic conditions
The natural gas commodity cost is composed of the Cmem component, updated by ARERA as the monthly average of the Italian wholesale market price PSV Day Ahead, the CCR component, relating to costs of wholesale procurement activities, and the QVD component, relating to retail natural gas sales marketing.
In August, the value of the Cmem component is €0.686448/Smc.
Costs and contractual conditions
The bill also includes the cost for network use — transmission, distribution, and metering — and the cost for general system charges, as defined and updated by ARERA, plus taxes and duties.
Supply contractual conditions are those provided by the Authority for natural gas PLACET offers, governed pursuant to Articles 4, 5, and 7 through 12 of ARERA resolution 555/2017/R/com.
